Global Security: Ungoverned Spaces

             Ungoverned spaces have two dimensions; the first is that they are "rugged, remote, maritime, or littoral areas not effectively governed by a sovereign state (Whelan, 2005)" and the second is: "areas created by the inability of a government to monitor or control certain illicit or facilitating transactions when they are conducted in a certain way (Whelan, 2005)." Thus ungoverned spaces are nothing new but instead a whole new dimension appeared via cyberspace. These ungoverned spaces have always created a niche for criminals and terrorists alike. As a safe haven or route of infiltration and exit, terrorists and criminals "use these areas as sanctuaries to train, plan and organize, relatively free from interference (Jacoby, 2004)" By not having any means of monitoring or control, ungoverned spaces are the perfect locations for all sorts of activities aside from the ones previously mentioned.
             There are numerous "Ungoverned Spaces" around the world such as the western provinces in Pakistan, portions of the southern Philippines, Indonesian islands, Chechnya, rural areas in Burma, several areas in Africa and areas in South America (Jacoby, 2005). Governments having ungoverned spaces simply gave up for various reasons such as "constant security, political and economic crises, government corruption, limited or unreliable capacities for internal security, law enforcement and border protection, and lack of governance capacity (Whelan, 2005)." In the same token, if governments with ungoverned spaces impose their will on these territories, major investments in terms of manpower, financial, physical and other resources are needed. Politically, legislation has to be in place to ensure that authority over these areas is recognized.
