1. What is the identified need or social problem?
When we think of a child molesters we think of an adult and there are many adult child molesters. However, adolescents are responsible for a large number of rapes and child molestation cases. A study in 2003 found that adolescents were responsible for about one-half of the child molestation cases and about one-fifth of all rapes (Aguirre, Regina T.P. (2009). In this paper, I will attempt to identify the lack of service and care to under age sex offenders in LA County. Many of the client's reviewed in this paper have been diagnosed with mental illnesses; drug addictions and the majority live in single parent households. Many people are unaware of the large epidemic of adolescent sex offenders. The definitions vary from state to state, but according to Shaw and Longo, sexually abusive behavior-juvenile or otherwise-is contact that is sexual in nature and that occurs without consent, without equality, and as a result of coercion, manipulation, game-playing, or deception (Aguirre, Regina T.P. 2009).
The number of children under 18 years of age accused of forcible rape, violent and nonviolent sex offenses rose from 24,100 in 1985 to 33,800 in 2004 (Boyas, Javier, 2009)Violent offenses include attempted rape and sexual assault, while nonviolent offenses including fondling, statutory rape and prostitution. By comparison, rape and sexual assaults by adults decreased more than 56 percent from 1993 to 2004 (Boyas, Javier, 2009). Nine of ten juvenile sex offenders are male (Boyas, Javier, 2009), and that juvenile sex offenders often commit their first sexual offense before age 15 and even before age 12.
